The title says it all. This is a sort of a new theme.
I tried to get an eye color that was as close to the other colors as possible. Also I apologize for the red on the hat, but it was the best one I had. That green spot on the top right is a glitch, so ignore it.

- I know you didn't have a better hat, but it takes away from it. And I know you wanted to use the coat for the snow effect, but it takes away from the princess thing.

You have a nice color scheme, but lose the hat, it takes away from the whole, as do the thought bubble and the angel imp. You have a good concept, but it just needs a little more work, that is all. For now I give you a 3, but with a few simple changes, this could rate a 5 easily.
Keep your chin up and keep trying.

- the skin can go...even if is a princess of snow the skin should be white not blue..even if the hat is the best one you have it doesn't really fit a princess...i think a tiera or something other then a full hat that covers the head like that. maybe add some snow around her..and i think you just need more stuff it seems really empty...though don't put too much but a little more would be best....and i don't really sense a "princess" aura no matter what kind of personality she has.
