I don't count my shorter dialogue lines in my points. Because dialogue can be just a word at a time, or sentence fragments, etc.

If a dialouge line or sentence fragment has seven or more words in it, I'd consider it a full sentence.

Personally, I'd say that, yes, it all evens out. But people will do what they want, and as long as they don't take advantage of the system, it's okay.
