Saying "Ceiling Cat watches you masturbate" is vague and within Gaia's content standards. If the masturbation were to be described as though someone was writing an erotica story, then it would be considered too explicit for Gaia.
Even still, the item does not have any masturbation tagline, so I really don't see any issue there.
Foul language also is acceptable on Gaia, so the gesturing hats are also okay.
PG-13 is such a horrible descriptor that we've been working on phasing it out. Gaia has never been PG-13 in the MPAA sense and doesn't intend to be.
