It's nobodys fault. Time is what we make it. We make time to do the things we want and then cherish the moment. If we choose to ignore the existance of time, it will pass us by and be gone before we know it. That doesn't make it wrong to do so though as time will catch up to us eventually anyway. We should at least try to make the most of it while we still can.

Time as a whole is endless and not even death can stop it. We have more time than we'll ever need to do everything. We have more than enough time to live in the world then even more time to wander around in the afterlife. Time can be used for anything but even after its usage ends it doesn't stop. It's like counting from zero to infinite, nobody can really quite ever get there because it's neverending and goes on and on. You can hang out with friends, learn an instrument and live at any time because there's an infinite amount of time to do so. I don't really see how one could complain about the lack of time since it's infinite.
