Carla Radames was a woman somehow involved with "Neo-Umbrella". At some point, Ada Wong obtains a file regarding her along with two photos. One is labeled as Carla Radames and depicting a young blonde-haired woman. The other is a photo showing Carla Radames and National Security Adviser Derek C. Simmons together.

Carla Radames' name was featured in a January 2012 leak of the game, which listed a number of characters whose existence had not yet been revealed. In the new E3 trailer, Ada Wong is seen reading up on Carla.
