I found that if you buy all the cards in Urahara's shop, lv.4 cards will appear. I don't know if you also have to buy the gallery stuff because I had already bought them beforehand. All of their costs are 200,000KAN and there's only one copy of each. As far as I know, there are only three ways to get these rare gems, one of them in the journal before this one. Right now I'll just list the cards that are in Urahara's. Recovery Boost Soul Boost S-Power Boost S-Press Reinforce Boost Defense Boost Attack Boost Mobility Infinite S-Power Stability +Knockback +Multi-hit +Poison +Fire Invisibility Attack Lower S-Press Quicken Shot Slow Shot Action Confusion Restrict Line Jump Forced Stand Forced Walk Forced Sp move Forced Line Jump Forced S.Cards Fixed Camera Any cards missing from the list are attainable either by Challenge mode or codes. Both are extraneous and consider either explicit instructions or inhuman luck. I nearly had a heart attack when I saw that Fixed Camera lv.4 was the same price as an Infinite S-Power lv.4 or a Boost Soul lv.4. EDIT: I finally got them all, so I'm gonna start doing a lot of online crud with my DS. Should you find a user named Camper, then you'll know you're facing me.
