Why go down right after going up? You end up in the same place, no?

'Up and down,/ More each time,/ Repeat once the ends meet.' is anyone else reminded of those graphs that are like sine graphs but the waves gradually increase in amplitude? What are those called, by the way?

So far, my code ciphering has given me either:

What line 3 refers to, or at least I think it does, is that when you decode the same letter both up and down, you restart the numbering. This occurs at V, where 13 up and 13 down both return I. If you restart the decoding from that point onward, you get 'Go to pastebin ID c?yyfipt
Well, not really the question mark, but I have no idea what to do with the 9. Also when I try a bunch of combinations of those 8 letters on pastebin, nothing shows up, so I'm not right, but I think I'm close.
