I personally suggest that you:
A: Learn to draw well without reference
B: Buy a Tablet
C: Buy a paint tool called SAI. It's well worth the 50 bucks and you can try it out free for a month. Just use it with the Tablet first. - Report As Spam

- It's nice, but it's sort of trace-like. Although it looks traced, if I look closely, I can tell you free-hand it. I do that too and people think I trace pictures too. Haha. ^__^

Wow, what an amazing picture of Kakashi. Although I do fear that you may had traced, I feel that this is a really good picture and it would be better if you did more of shading and making Kakashi pop out more.
