I saw some of yur previous art. which was... pretty nice. This one is a bit vague. I think ot would be more clear from a sideway look. ANYWAYS!

It's chitin, you know, exoskeleton. He's a bug, so he gets bug characteristics.
If you mean the legs, those are called ultimate, or a**l, legs. They're the back limbs of centipedes and are not used for motion. They're like dual prehensile tails razz - Report As Spam
