This is one of Ranma's many disguises. This specific disguise is Ranma as Ryoga Hibiki's little sister. Ranma believed Ryoga to think that he really was his little sister because he has been gone for so long. Ranma does this so that Ryoga's date with Akane (Ranma's fiance) will be ruined.
