This is Harpie's brother from yugioh.
First, he is wearing red straps around his legs but they're hidden by his armor. I know some of the stuff in this (including the armor) is different then the card by a little, but think of this is an equipment of harpie's armor magic card. The skin is lighter too, but, that's ok because the card is a little shadowy.
