This is Timmy Turner from the Fairly Odd Parents!
The hair isn't right because all the pink hats hide the part that sticks out. So I used that hat because it isn't as bad. There isn't a plain pink t-shirt, so I used that one and put the vest over it to cover some of the black stripes. The plush's are Cosmos (green) & Wanda (pink), in one of their various disguises.
And the female body is because he is very bony & has a feminine figure.
