This is a heavy beta of the image from the second Sailor Moon artbook of Neo-Queen Serenity with a velvet blue backdrop and Crystal Tokyo in a reflected in a wine glass. Prince Dimande (LOTs of different spellings for him, FYI ) is also pictured, one might wonder if he sees the queen as a goddess he wants to claim. For the forehead moon you should have used
Lunar Sash to keep the color scheme going that is...
