Well, she wore a skirt in a sense due to her shirt forming one just above her knee.
I don't recall her wearing a dress in the series, but regardless the item itself gives the illusion it is supposed to be part of the clothes.

- I don't think I can ever recall her ever wearing a skirt. May want to use different eyes, and use a ref(s) that are full body and show her firebending. 4/5
