She was created by Doctor Finklestein, Halloween Town's resident mad scientist, as a companion.

@Huggibunny: Yeah, I don't like the legs either, but it was supposed to represent her striped socks and boots.
@Angelic Light: I wasn't going for a black cat, it was supposed to be an allusion to Zero the dog. Also, it doesn't matter that the background isn't in the reference image, it's supposed to represent the iconic hill everyone knows about, you're going to bring me down because of that small detail?
